There is a big difference though, Lucy. No matter how low the Congressional approval numbers go, and they are mighty low right now, the trend is for people to think their own Rep. is doing ok. The '10 election is a nice example. 63 seats may have dramatically changed the power structure in the House, but that's only a roughly 15% change, with every seat in the room up for grabs. The Obama approval numbers are all him. Speaking of his numbers, I had a peek at the average poll graph chart today, and his big speech didn't affect his stats at all. He's basically flat, at 44% approval.
