The "knuckledraggers" would be the ones who change their stated beliefs depending on who is occupying the White House, Steven. This is Bushs policy, except Bush was smart enough to know that any regime change would have to be accompanied by some way of guiding the affected nation through the ensuing turmoil on account of the "radical" nature of that environment, so to speak quote:

Countries do intrigue to protect/advance their own interests. In other words, bribes to keep rulers friendly to us. The Middle East has long been a powder keg. The Arab Spring has been a severe test of diplomacy and meddling/not meddling. Obama's been phenomenal throughout, delicately supporting some of the insurgencies while not influencing them strongly enough that they'd resent it or that they'd be liable to be called puppet regimes. There's a good chance that the new regimes will not be Western-friendly, but he's done everything he can to reduce that possibility. I just hope that when he leaves office, in 2012 or 2016, we don't get some Bush-like knuckle-dragger that changes course based on not understanding, or caring about, the area.
