Not exactly.  It's "Who WILL WATCH the watchmen themselves?"  And there's no "rex" at the end.  It's from Juvenal, Satire VI.

That can't be right either, and I suspect this one was copied wrong.  What's the source?  "I am God's wretched machine" would be "Ego sum DEI AERUMNOSUS apparatus."  As the sentence is written, it means literally "I am God, machine to the wretched."  I don't think that's what was intended.

It's supposed to mean: "In the good old days, children like you were left to perish on windswept crags," but really it means: "In ancient times, those born like you were abandoned to their deaths on windswept crags."

I'd kinda prefer real (i.e. classical) Latin sentences, rather than those quasi-clever-and-often-imprecise back-translations of modern expressions that you can find everywhere on the net.

Tend to prefer it as well, but Latin is very hard to write a proper translation program for, from what I have seen.  Although I did find some translations from Klingon to Latin online, which really just disturbs the hell out of me.  NO ONE should have that much of a lack of life, ya know?
