To me, it's a joke.
Maybe this is the fastest way for this type of guy to see if someone is a good match for him. Yeah, I don't get it either and it actually works for me in the opposite way, if someone tries it then I know he's not for me, but there are people out there that want the instant D/s and think maybe it'll happen if they act like this is the way it's supposed to go. Sometimes it does work, most s types have stories of when they did foolish things because they wanted to and also thought they were 'supposed' to do them.
For me it's a good laugh when a guy tries something like what you described, for some woman it might be a dream come true. Who knows. Some guy wrote me the other day, "Want to play?" I've never spoken or written to him before, never knew he existed. There are no pictures on either of our profiles, and his profile was almost blank. And yet...here he was asking me to get up close and personal with a complete stranger. Wtf?
