I would agree for a LTR, where emotional and mental attraction play a more prominent role.. but if all you want is to get your rocks off, how much of a role does it play, how much does attraction play at all? You are, after all, thinking with your genitals, not your head or heart. I don't see there being much of an attraction to a penis sticking out of a glory hole (granted, I'm biased in that regard), nor do I see much attraction in being on the other side and staring at a wall. So my assumption on why some people are still attracted to this isn't to fulfill some need to be attracted to the other person, only to the act itself--being naughty, doing something bad/dirty, or even simply just getting off.
There's also the thought to consider along the lines of the misery loves company idea--"Hey, s/he's horny and desperate, I'm horny and desperate, let's help each other out!" I wonder if maybe these people actually seek each other out thinking along those lines.
I think the time and space theory is much more likely. You have to be in the right mood, at the right time, at the right place, with someone else in the same.
Of course, it will always remain true that acting in a more appropriate manner and not reeking of desperation will significantly increase your chances of getting some.
