Check your Wiki--the data is from 2006, 2008, and "retrieved 9/2011" -- not the point when the topic is falling ratings. You've established only that they've fallen from somewhere. Also, in 2007, ratings gatherings switched from diaries to receivers sending actual listening, and turns out people listened to a LOT more music than they were reporting. Again, Rush's silly incident will eventually fade. But right wing talk radio is slowly dying because their demographic and their business model is dying.
