I think that if you go to very inexpensive places, that will work fine if you have simple hair that requires a simple, straightforward cut (e.g., all one length, no bangs). Any kind of styling, particularly for more difficult hair, will take more time, and thus be more expensive.
Color, to my mind, is a completely different thing. Coloring is a science - and those who are really good at it tend to come at a premium. I find I can usually tell who is paying more for their color.
But at the end of the day, I think it really matters who, specifically, you are getting your hair done by. I've seen people walking out of expensive salons looking worse than when they came in. And I've known people who charge less for their services because they do not operate out of an expensive salon, who are every bit as good as the best salon. It all depends on who you are with. I've also known men and women who follow their colorists and stylists around (for example, one stylist opened up their own shop - didn't have all the high end perks, but you could get the same great haircut and style for significantly less - and the stylist got to keep all the money instead of having to split it with the salon). I know there are underground salons in the city, also, that cater to aspiring model/actress types who need to look good, but don't always have the budget for expensive salons.
