100% complete transparency.
Since relationships (especially "this kind" or relationships) require trust pretty much above all else, that's what I'd base the new nation's first law on.
And I don't mean pretend Obama transparency, I mean the real thing. If you can't do it without being honest with the other people in the relationship (citizenship), then don't do it.
