regarding playing the system...or fraud in this case... what always baffled me was when i read such news (though in the free of charge metro paper, not in crap sun):

I just dont get it how people can claim benefits for countless kids over many years with no proof of their existence...dont they have birth certificates or so??? of course, I know, they can be faked, too, but it always puzzled me how people got away with such rather big fraud over a rather long period of time...
