Hopefully, the government will 100% subsidize private health insurance for those with incomes of only 133% FPL in states that don't expand. That still won't solve the problem of co-pays, deductibles, and yearly out of pocket maximums. People with income that low can barely pay for housing, utilities, and food. Fortunately, if they can find work elsewhere, they will at least have the option of moving to a better state.
