EVERY single one of them was theft from a bank. Not theft from an individual via stolen checks. When someone steals checks and thus money from an individual, the local PD investigates. According to your links, the FBI investigates when someone steals funds from the bank. Any person wanted for a crime comminted with the United States can be arrested by anyperson, citizen arrest or by anyone duly authorized to make an arrest, ie local police, State Police, FBI. There are incidents were there is dual jurisdiction and at time the Department of Justice will wavie their jurisdiction, this happens at all levels.
