It is absolutely absurd to think this sort of thing ever even left the State Department much less got all the way to Obama's desk. Consider hw many people would have had to kick this up the chain to get to the President, The actual professional in the SD responsible for security arrangements, The Assistant Undersecretary he reports to. The Undersecretary the AU reports to. The Secretary of State, Senior Staff at the White House, The Chief of Staff at the White House and finally the President. So you're postulating 7 or 8 people kicked a minor decision up the chain. Which is beyond absurd.
