Here's an odd ball idea:- Back before the Uk went nuts on Gun control they used to have a Firearms Officer. In the UK it was a police officer or civilian hired by the Police authority, often retired police or millitary personel with extensive firearms skills and good knowledge of people. However in the US it could be another body. Say the NRA? Essentialy this guy would drop round every year or so, check you kept your firearms in a safe place, well maintained and were not an obvious danger to yourself or others. They covered a smallish patch, were normally firearms users and enthusiasts themselves and got to know people pretty well. They would also talk to your employer, Doctor etc if they started to worry about your state of mind. They would often look after firearms for people when they went into hospital etc How about something simmilar for 'modern sporting firearms' or high capacity mags etc. Make the NRA police its own backyard.
