I suppose the reason would be that I look at a discussion, and if jackasses are steering it to flames and off the actual subject, I just stop reading and usually do not contribute. Why should I post a rational and thoughtful post among a bunch of bashing each other, when time and experience has shown me it will just degenerate further away from the actual topic? Doesn't this come down to putting the cost with the person imposing one on others?
