On their face, these EO's are mild, and seem more like he is pushing 23 out so as to make it look like he's doing something about it. I'm not saying he isn't, but it's almost like everything he's doing is primarily behind the scenes, so he's rolling these out almost as a photo op. Yeah, I think these are mostly symbolic. The real tough stuff will be addressed by Congress.
