Guys get labled a sissy when they behave or dress in an effeminate way.
Society has plenty of labels for those who don't conform to gender norms.
Still tom boy or sissy are more about how one exists in the world 24/7. Cross dressing is seen as more of a recreational past time for personal enjoyment, not a 24/7 existance.
Labels and definitions are limiting since they make assumptions about how people will behave.
