So, it seems to me that Rich is simply pointing out that a program in which almost half of the users may not even be qualified for, means that those people are stealing from "the poor" for which the program is designed, as well as from every other user that is paying full cost for phone service, and that the government is allowing them to do this. You, on the other hand, immediately come in with a snarky and dismissive holier-than-thou attitude, trying to paint him as that heartless, thoughtless conservative bastard who doesn't care about "the less fortunate". While, in fact, you are the one who is allowing and encouraging the looting of funds from those who provide the service and from the qualified needy who benefit from the service.
