Police have never been omnipresent until the modern era, and most battered spouses go back to their abusers, so I'm inclined to think you're grossly overestimating the actual probabilities, as well as their influence on perceived risks. The ones I mentioned in the example paragraph will get better results per unit time invested, but that's a question of optimal strategy.
