You need to rethink the section I have bolded.


I think what he means is that if pre-vote soundings suggest the likelihood of an unwelcome result, leaders will scrap the vote rather than face a defeat.

That's the way I read it, too. I know party leaders will poll their fellow party members to see if they have the votes or not, prior to even calling for a vote. If they don't have them, they might continue to negotiate to get more prior to an official vote.

Well, if we are going by conscience, all politicians, worldwide, should vote on taking action.

The problem then remains that there is no simple solution, as every outcome could be equally as bad.
