This is not a primal desire. This is a culturally constructed desire which is prevalent amongst some western nations, largely due to our culturally constructed ideas about naked breasts being taboo and thus fetishised.
You make a good point that in National Geographic land, breasts are droopy things that nobody seems to notice (except when we were little boys, with just that and the Sears catalog to satisfy our budding primeval desires). However, now that we're all grow'ed up, we men (heterosexual anyway) do crave women's breasts - at least we red-blooded men who admit to it and the proof is extant almost anywhere you look, from the admission charge to a go-go bar to the price for the lap dance to the higher price of the more private touchy-feely places. The fact that women almost universally take advantage (in any way they can, not the least of which is done by our famous actresses of late) of said primal desire of males for breasts is an understatement. So, if the desire isn't primal, it sure starts early if it's culturally induced, since I had it at age, oh, I don't know, 13 or so and it has never abated. Damn that cultural influence! Damn that Sears catalog! Damn National Geographic!
