What Clinton agreed to was a pay as you go from that point on fiscal 1996 and he got his tax increase 4 years before that on a bill that every single repub voted against (senate...Gore broke a tie) saying the sky was going to fall. In his first state of the union address long before the shutdown, Clinton said the era of big govt. was over but was the only pres. in the 50 years to actually preside over a reduction in the federal payroll. The last repub was Ike, and that was a post WWII reduction and the only conservative repub to occupy the white house in the 20th cent. unless one counts the incompetent but 'conservative' do nothing H. Hoover.
