Plame's identity was protected that is why she had a cover job. a cover job when revealed also outed an unknown number of other CIA agents. The bullshit about her not being a field agent is a straight up lie. She had spent a great deal of time overseas working under a cover identity.

The special prosecutor found that he could not identify the person who leaked her identity because Libby obstructed justice, a charge for which he was convicted. The prosecutors report makes clear it was likely Cheney with Rove assisting but he, being a good prosecutor, didn't seek an indictment because he did not have sufficient proof.

Yes, Plame was one of the US governments top experts on nuclear proliferation. That is why she was consulted on who to send to Niger to investigate the claim they had been approached by Iraq to buy yellowcake.

The Butler Inquiry did have make the statement you quote but they fail to provide any evidence that any Iraqi officials did visit Niger and how a flooded and closed for decades mine was to be used to provide them with uranium not under the supervision of the IAEA as all of Niger's operating mines are so monitored.
