It's redundant.

To get the sort of ID you need to register to vote in the first place you need to have shown proof of citizenship already. It's just adding an extra hoop to the process to make it less likely that less motivated citizens will register.

Actually, no you dont. Most states require a state or federally issued picture ID, drivers license, military ID card etc.

Since the law passed at the federal level on what you need for a drivers license is either a Birth Certificate or Documents proving you are legally allowed to be in the US, green card, student visa etc.

And you dont have to be a US citizen to be in the US military. This was what the GOP was screaming about a few years ago because a bill would "grant citizenship to US military veterans who served in the military without being US citizens."

With either of those two items, you can register to vote without proving citizenship.

So resident aliens, who are here for school, work, etc, cannot get a driver's license? A non-citizen enlisted in the military cannot get an ID? Hell, when I enlisted they wanted a driver's license and social security card.
Here are the requirements to enlist.
You must be a U.S. citizen or resident alien.
You must be at least 17 years old (17-year old applicants require parental consent).
You must (with very few exceptions) have a high school diploma.
You must pass a physical medical exam.
a resident alien will have his green card, and their passport. After that, to get a state driver's license, he just has to show his military ID.

Of course, what the investigation uncovered were that laws already on the books simply aren't being properly investigated and enforced by the duly-empowered authorities. Not to mention that a significant number of these "illegal voters" had been registered by their respective BMV's without their knowledge.

But please, don't let the failure of election boards to enforce laws they're supposed to be enforcing in the first place when it comes to a few hundred people get in the way of erecting barriers that will keep thousands if not millions of legal voters from Democratic-leaning demographics from casting ballots. Because, I'd bet dollars to donuts it won't be white voters who are challenged at the polls in red states to show their papers.
