Hmm, I wonder if the neoprene lining is more comfortable than silicone.

Silicone is for those with rubber allergies. Neoprene is a carbon black hardened latex variant.

I can't say as to restraints but in gas masks, the silicone seals up tighter and the silicone rubber clings tightly to the skin. But, you sweat a lot more with silicone clinging to your face. Neoprene is easier to clean and more durable.
