Consider also that it is going to cost them to do what we have done. We know how much that is because we have already paid for it. Now how best to recoup our investment. Tell them" look I know it is going to cost you x bux to get something on paper that will translate to hardware. How bout I sell you the data for say x-n? Since I know it will take you y time to do all of that how bout we deal in "just in time inventory" as in you get data at the same rate you would have spent going it alone. You see this is win win. You guys get a bomb in the same time line you now have only this way it cost you less money...and we recoup, for the "amerikan taxpayer", a significant portion of our investment in the cold war."
We also know how much it cost to make nukes and what it looks like when you go into production. If someone was just gearing up to be a war monger against a major player that has to be a real uphill climb. How many thousand nukes does the u.s. have? So if vaporization is your idea of fun then get into a pissing contest with someone who has a couple of thousand times more devices.
