Which manager do you complain to, the general manager, the assistant manager, a department manager or any old manager on duty ? If I had vb's problem, I would be asking myself 'Am I doing anything to encourage or attract this type of behaviour?'.

As vb seems to be the only person who is attracting this type of unwelcome overture in the loo, it might well be the case that he is doing something to attract it. So I suppose that at a minimum, vb ought to consider:
* cease spending so much time in public bathrooms and cut back on the body scents he uses prior to using public bathrooms;
* cease wearing bright coloured shorts and skimpy vests or any outfit that emphasises his physique to public bathrooms ;
* cease preening in front of the mirror in the bathroom for hours on end;
* cease returning time after time to any place where he has an unpleasant experience: and, last but certainly not least
* consider counselling for his overt homophobia, including considering the option of coming out as a gay man.

I think what's informative here is that you're so familiar with the restroom at the college library but not with any of the numerous restrooms else where on campus, such as in the classroom buildings, e.g.

If the chocolate sauce and crepes follow the historical pattern, they too surrender pretty quickly

Just wait the crepes out, OP. Unless they are Bastille crepes. If you get cornered by those in a bathroom, just bend over and hand 'em the lube and chocolate sauce. Stall walls, like fortress walls, are no match for those crepes

And all this time, I thought that "crepe" was for description of French colored toilet paper that looks like it's been run over by a truck a few times; crepe paper.

Leave it to the ingenious French chefs to find a way to make pancakes out of crumpled paper.

Terrifying paper pancakes! They have apparently learned to use tools to remove screws from bathroom stall doors and putting the screw to poor men who just wanted to sleep, pee, rub one out, or drop a deuce. Asshole pancakes are assholes. Oh wait, they knock on windows at rest stops too. And cold weather doesnt stop them because stalk men all the way to Antarctica.

Those folks freaking out about sharing a restroom with a trans person thought they had it bad! Shit, nothing is as scary as sharing a restroom with a tool using, vehicle operating, chocolate sauce covered paper pancake looking for love in all the wrong places.

All hope is lost...
