Yes, of course, I'm sure they'd use videos and other modern tech when they train - unlike in my father's day. Still, though, from Lucy's link it does seem that expenditure on rounds has become an issue for police and their training with guns out there. That's surely something that needs redressing, isn't it?
Two totally different issues.
In this exercise someone, likely everyone but the victim screwed up big time.
They really shouldn't even have had blanks as at close range they can be dangerous, in the 80's an actor was killed with a blank, of course the idiot was playing Russian roulete with a .44 magnum with blanks not realizing that it shot out a "harmless" wad which was there to keep the powder from falling out of the round.
This situation was an accident waiting to happen.
The anti-cop attitude puts a bind on cops getting the money they need for training purposes, and the finacial problems of some juristictions makes that worse.
The possible cross over would be if the city (or county) refused to buy the equipment needed to do this kind of exercise properly. That would still not mean that the cop who fired and the people who set the exercise up didn't screw the pooch.
