wouldn't allow WHAT dress ? The hijab ??? That might cause legal problems in this country. Or in the U.S. too, come to think of is. Or the overcoat et al ? Both could be as potentially dangerous as each other. Maybe have everybody strip off outside and wear paper coveralls into the bank ?

Anybody who wears any kind of uniform, conceals their true identity to a certain degree. They BECOME that uniform and if a witness is asked, that uniform is usually all they saw; NOT the person inside it.
