The president can write anything he wants to, but someone in congress has to sponsor it and congress has to pass it, unless you think he is going to follow Obama's lead an just ignore congress an implement it on his own.



And even then Congress can veto it

The US House of Representatives Animals has taken the first step toward demolishing President Barack Obama's signature healthcare law, known as Obamacare.

Republicans passed a budget measure to introduce a bill - which Democrats cannot block - to roll back the law.

But members of both parties in Congress are concerned about a lack of replacement for Obamacare.
The political showdown raises a big question mark over medical coverage for more than 20 million Americans.

The measure passed in the House nearly on a party-line vote, 227-198, delivering a blow to President Obama's legacy a week before he leaves office.

It instructs four committees on Capitol Hill to draft repeal legislation by 27 January.

The Senate passed the resolution by 51-48 on Thursday.

Because, from what I've seen and heard in the news, pretty much everything gets treated this way no matter who is in power.
Wasn't the whole of the US government brought to a complete halt because of this attitude... twice, during Obama's presidency?

That is not something that has happened for a long time. And not likely to happen in the forseeable future.

No I have friends struggling to pay their medical bills and who are going to lose more than their livelihoods because they will lose their healthcare.
with nothing to replace it, except higher premiums and more paperwork, less coverage and getting sicker.

to me, this is the most despicable shit thing they have done.
and boy there are a million reasons to despise them already.

The ACA includes provisions to take effect between 2010 and 2020, although most took effect on January 1, 2014.
