The guard is not wearing SA uniform so it should have been made after 1934. The low 4-digit numbers of the inmates point to a rather early date in the mid/late 30s. Sachsenhausen as stated above is plausible. It is also to be seen here: https://en.wikipedia.org/wiki/Sachsenhausen_concentration_camp with a date given late 1938.
