The real question is why all the subterfuge... it's what makes it seem like it's part of something bigger.

Would there be any need to lie to the FBI if Flynn hadn't been discussing anything he shouldn't discuss?

It seems likely Flynn lied to protect himself - to prevent details of his discussions becoming public knowledge. If there was nothing untoward in the conversations, there would be zero need to tell lies to conceal their contents.
