I wouldn't put Obama in the top quarter. I'd have him about average (you must remember that there have been some truly crappy presidents). I didn't see him as particularly effective. Yes, the economy improved a lot in 8 years but it started so far in the dumper after Dubya that it had nowhere to go but up. The improvement was slow. I feel that the obstructionism of the GOP had a lot to do with it but a truly effective leader would have been able to deal with it.

The top 3rd would have him at least no lower than the top 13 out of 41. But since we've had 44 as I understand Trump is 45th. That would mean anyone in the top 14, would be in the top 1/3 and the last I heard 12 would also be in...the top 1/3. And for those math devotees or even mathematically challenged, that means for Obama to be in the top 1/4 means no. 11.
