Census data is taken (I know you know this) every 10 years, but in between, there are estimates of changes to those numbers. The estimates may or may not be relatively accurate, and if estimates are based on previous estimates, the inaccuracies can be compounded. I want to say that in the 2012 or 2014 elections, a story made its rounds of mostly conservative media sources that there was proof of voter skullduggery going on since a story quite similar to the OP's was released. Afterwards, the mistaken use of the number of voting age adults from the 2010 census (not even annual estimates based on the 2010 census, but 2010 census date alone) was exposed. Non-purged voter rolls + potentially inaccurate estimates of voting age population = conspiratorial stories that may only have a smattering of factual basis.
