Also, don't be stupid. The remnants of Maria have been occupying the shipping lanes from the East Coast ports to PR, so not much could be rushed over. All the airports were knocked out, and so were the shipping docks in PR. You can't bring in a damn thing until those facilities are operating. Also there are over 10,000 troops on the ground doing aid relief already, and there will be more as facilities allow. PR is too far from the mainland for helicopters carrying a load. Besides, when you live in a hurricane zone there is an aspect of personal responsibility to either be prepared to survive at least a couple of weeks without help, or to evacuate when there is adequate warning as was the case here. Not saying those people don't need help, but they should have seen that they could provide for themselves for at least half a month. That's about how long it takes to get a real relief effort going.
