We're talking about a man in his late 80's at the time, in a wheelchair. You've mentioned the height difference. Where could he reach that was appropriate, and still pose for the picture? Was she unaware of that? Was there no chair for her to grab? Was she wearing something that squatting or taking a knee beside the former President would have been inappropriate? Or did she just not give a damn about the disabled senior veteran and his dignity?

greta, other people have hinted strongly at it, and my post pretty clearly gives the context of the situation. he puts his arm around people for photographs and because of his limitations, his hand falls in a particular place and he sometimes makes a joke about it. he's not sexually assaulting women.

Even in western society, there are appropriate places to touch women in a platonic friendly way, and butt is not one of them.

greta, you have no idea as to whether or not he would or has put his arm around a man in similar fashion so that argument goes right out the window. whats more, the likely "target" area here is the other person's lower waist/upper hip, not their ass. this is not analogous to a man going into a bar and patting a woman's behind and trying to excuse it with a joke. youre starting from the position of sexual assault as a fait accompli and see everything else through that lens. and you most certainly cannot mind-read and say he did it "because he thought he could get away with it." other people are seeing an innocent behavior that can be turned into something humorous by someone who recognizes his limitations.
