There is actually a way to do that if certain things about an old account apply. It's a very weird loophole that the site has always had and I don't know if it was ever fixed or not. (It became very evident on a thread three or four years ago, so there are some posters who know how it works.) It's not the same thing as the recent phenomenon of people attempting to log into their own profile and are suddenly making forum posts under another name. Different thing.
On this one, you're going to take me at my word or not. It would be a horrible idea for me to detail how the trick works because it would just lead to more crap. There are some other forums posters that could tell you I'm right, though.

Yes, and I'm fairly confident that has to do with people reporting WD's socks as WD circumventing moderation. I've reported three of them, myself. I know I'm not the only person who has done so, which means I can't tell you how many WD socks are now also under moderation.

On other occasions, this is exactly how WD has got you into thinking that any given sock is mn. If you wanted to try to impersonate somebody, wouldn't you try to duplicate their posting style? He's fooled you a few times already.

This is also incorrect. WD can and has had decent points of lucidity. It's how he lures some people in. I can't say it as fact but it seems to unravel during times he's drank too much or has past the point of lacking sleep/rest.
I'm semi-confident in this statement. I wouldn't have to study much to impersonate a lot of people on these boards. If I were a dishonest individual, I could probably pull it off.
