Many play spaces have rules about total nudity, so you will see planty of people just in underwear.

For my personal play experience, I cannot be fully naked. I always have a thong or some kind of panties on. It is a visual reminder of the agreement between my Master and my Love (husband). It covers the only parts of my body that belong exclusively to my husband rather than shared with my Master.
My Master could strip down to underwear, and occasionally does, when its too warm. However, he usually wears some sort of pants. There is something psychological about the subservience/submissiveness of being less dressed than one's master.
