i want to complain. the meter reader told me my dog is supposed to be on a leash- even on private property in her own yard! i have beware of dog signed clearly denoting a dog. i dont appreciate her walking on the newly seeded grass... i feel like putting up an 8 foot privacy fence. the gall!

My dog would have more rights to that land then some stranger! Heard that before but from politically correct idiots for self serving interests which sounds like what you ran into.

Depends, if the yard is fenced no, if it is open then maybe. Most laws are about control of the animal which most interpet as being on a leash. Whether they ar e on your property or not they are supposed to be under yoiur control. K

Does the meter reader have to go through the dog to read the meter? That may change my opinion based upon your answer. I know meter readers get dog bitten often, and maybe there is some sort of law regarding this?

As a cable splicer and repairman with MaBell for 30 + years, they should be chained. In most States you are liable regardless. If the dog isn't contained, we won't fix the line.

the yard is not fenced. nor did i know what day they care coming. i heard in California- you are not allowed to chain your dog 3 hours or longer. Sheba did not chase the metter reader. im NOT the only one in town with a dog. if my dog bites someone i am liable. i realize that. but if i own my own yard- i dont think the town can tell me to leash her, control her yes- but not to restrain her. Sheba ran up to her like she had food. if the cable man or phone man are coming i know in advance and can put her in her pen. i wont pen her up just cos someone "says" she must be. its mean. i did not argue with the woman. but i did not apoligise to her either. now had she acted strange- per haps my dog might have went after her. with Sheba if she growls and shows her teeth then that is a clear warning sign. she let my brother in when i wasnt home. that was ok with her. BUT when my brohter rummaged thru my tool box sheba showed her teeth and growled. to her he was violating my space. my water bill is seldom out of the ballpark. 1 person usuage. no pool- no watering the lawn. it is always with in a small useage. i dont like her attitude. why would anyone want to OWN- if thier werent more rights then renting>?

Well the fact is you do not own the meter right? The company has an obligation to their meter readers to make sure they are not dog bitten, and since their meter is on your property... they have a right to access it so they can assess your energy usage. Now, I would find out the laws in your state... call animal control or something

I currently live in a home that does not have a fenced yard so if my dogs are out than I am out there with them. When I lived in a home that had a fenced yard I kept the gates locked and I posted signs to warn of their presence. I made it clear to utility companies that if they needed to access the yard they were not to do so without my knowledge and I would happily remove the dogs when they knocked at the door and asked. I don't believe that people have the right to trespass upon your property unannounced, not even to read their meter. I once lived in a home that had the water meter in the basement. By that way of thinking the meter man should have had the right to just walk right in my home to read it....I think not....and had he ever tried, my dog would have been the last thing he had to worry about. I am not for chaining a dog. In my many years working as a cruelty investigator I saw many dogs who were completely neurotic from being kept their entire lives on a chain....wearing deep trenches in the ground in a circle at the chain's length. Often times these dogs were vicious and I would ask the owner why they wanted to keep an animal that they only interacted with once a day to take it food and water. Often times the answer was that they owned the dogs for protection. I have to wonder what they were protecting....must have been their doghouses and food bowls because anything else was beyond their reach.

You could just call the Town Hall and find out what the Law is then you'll know for sure. I'm betting has to be leashed at all times or fenced in.

I used to have the same problem. Then one of the meter readers let my border collie out. He hearded him all the way down the street. I called and complained about it and now they always knock on the door to have me bring the dogs in

"Beware of Dog" signs are problematic. It suggests you know the animal can be dangerous. I use a sign that says "security dog on duty." Mine is boundary trained and will not leave the yard without permission, but I still keep him inside or in the fenced back unless I am outside with him. Sounds to me like your meter reader has an attitude problem.

I never chain my dogs, but then they are not left to run the hood either. Of course in my hood they would just end up eaten by coyotes or the wayward cougar. And clear out in bumfuck Iowa we gotta read our metres. It's the life I tell ya.....sitting back, thumbs tucked in suspenders, strand o straw clenched between the remaining two teeth.....

i used to deliver newspapers and was putting one through a letterbox when the dog next-door came storming out and bit me on the arm. i wasnt even delivering to that house so im all in favour of it. the dog owner had let it happen before and if i had reported it it would have been put down so i didnt. he has kept it on a lead since.

My meter man NEVER lets me know when he's coming. Ever. But, he also doesn't have a problem with my dog. I mean, yes, if you have a dog that doesn't let a stranger step one toe inside your fence, then obviously you should put the dog somewhere where it won't be tempted to bite the poor guy's leg off. But if you have a mild-mannered, even playful dog, it really shouldn't be an issue. Unless your meter reader is scared shitless of animals larger than a cat, if your pup plops on the ground in front of them and drops a ball in their hand, the problem isn't from your end.
