On the one hand it is can be considered a useful tool for behavior modification. However, my associations for discipline would suggest that we're attempt to correct an impediment or infraction rather than instilling a specific mindset or deference purely because the dominant wishes to use a given tactic for that outcome. And I'm not suggesting that it must be physically oriented, there are various methods one can utilize for reorientation.
