Nope, even if it got built (doubtful) it wouldn't help.  When there is a will, there is a way.  What would help, but isn't being done, is slapping heavy, heavy fines on those employing illegal aliens.  If there is no work to be found for those here illegally, the motivation to come decreases.

If he actually wanted to close that border all he has to do is put U.S. Troops along that border then declare Martial Law along the entire length of it.
After a few dozen are shot down no-one would take the chance anymore.

However, there needs to be a certainty that people who sneak into our country will be deported.
We can't do that with 2,200 INS agents.
Congress should vote for and fund 50,000 INS agents.
Most of the people caught and deported aren't caught by the INS (I.C.E. I think they call it now, I've been retired for a few years.)
they're caught by local and state police dept's for something as simple as not having a driver's liscense. Or bouncing a check or things other than being an illegal alien.
But when they combine the two then they can jail them on an immigration hold indefinately.
But, it's really a very simple matter to close that border but Bush doesn't want to because too many of his rich buddies are getting richer off of it.

I reversed Indian and American to make a point in your post

If you have ever been around a bunch of teenage early 20s men in America,  this statement would fit MANY of them to a tee, not all but many of them.

I have had Indians message me in Yahoo while in chat, I told them I was not interested in them and they went away... actually Indians can be very polite. As far as how they treat their women, most women all over the world lack rights, it is not an Indian thing, and this also does not mean that just because women do not have certain rights they are all treated like shit. What is means is that they can be treated like shit legally, but not that they are necessarily.

It was not that long ago that women could be sexually harassed with impunity here, we could not vote, we could not divorce our husbands, just 100 years ago women would have their clitoris removed for masturbating ... in the good USA. Sexism is still a problem here, and women are still victims of sexual assault and domestic violence with some regularity. Now why don't you bring those cultural values to light? We are no better than anyone else except in the legal rights we give women and that has wrought change... but it is still slow in coming for many women that live in fear every day here.
