Putin's chief complain about an arms race is America's development of missile defense systems, because he doesnt have the money to develop his own. A missile defense system is vital to National security in this day and age, with N Korea, China, and Iran all making extreme progress in ICBM's, Nuclear weapons, and other such weapons.  Without a working missile defense system the US will be vunerable, the Patriot system is somewhat effective against coventional missiles, but cannot be used on an ICBM(inter-continental ballistic missile). I think your attitudes will change when an Iranian ICBM(which they already have, ones that can reach all of Europe, even london) is in flight, you will sure be glad when the American defense system is installed in Europe.

The North Koreans have absolutely no intention of attacking anyone.

The current regime wants nukes in order to keep out external political and economic influences i.e. the regime see nukes as a means of maintaining the power they currently hold. Their leaders have seen the USSR collapse and they're cute enough to know that in a world dominated by capitalism, communism is doomed to failure unless they can control their own borders and keep the world out i.e. with nukes.

The main threat to them is China because they are on NK' s doorstep and they are an economic power house as a result of throwing out strict communist dogma. This is the last thing the NK regime wants their people to see.

The same with Iran, they want nukes for self-determination. Iraq is all the proof they need to know that if you haven't got nukes you better get some, or else bush and associates will be paying you a visit.

The American establishment has spent the last 25 years dehumanising Iranians, it isn't surprising many Americans believe Iranians have two heads. Yeah, the country isn't great, it executes people with cruel and unsual punishments so does the US. It tortures people, so does the US. It abducts people, so does the US. It starts illegal wars.....er, no it doesn't but the US does.
