I think it really depends on how you look at it. If you see it as servicing someone by giving them an orgasm without having one yourself, it's submissive. If you see it as controlling another person by manipulating their body to the point of orgasm, it's dominant. One of my ex's favorite things to do was tie me down to the bed, arms and legs spread, and go down on me until I went insane. He didn't see it as submissive at all - he had my body at his mercy and was controlling it like a marionette. And personally every time I go down on a guy and make him cum I feel like a goddess...because I am seductive, beautiful, and talented enough to bring him to orgasm using just my mouth. Even making a guy hard makes me feel hot. If it's not something that you enjoy, don't do it, but an act itself is usually neutral - it's the perspective and context that matters.
