People who weigh less than average (such as a child with a car seat) would get a rebate on their charge. People who weigh more or have more luggage would pay more.
I'm not sure that abandoning the illusion totally and treating people like freight directly is the answer from a customer service standpoint. The price would have to be much less in order for people to put up with that treatment.
