You really either have a poor grasp of recent history or you are intentionally trying to revise it. 

Clinton was met with a great deal of criticism when he did try to do something about Bin-Laden by those who said he was just trying to distract from his personal issues being reported in the media.

Pay special attention to the links at the bottom of the article that argued we shoukd not be targeting Bin-Laden at all.
