Yes, medically speaking, it can be construed as a state of emergency because the potential is there for this to get way out of hand. They are NOT saying people WILL die. They ARE saying there is the POTENTIAL for many people to become ill, for the increase in illnesses to drain medical resources, and the increased risk for death to those who do not seek medical attention.
