The explanation is "government officials and BP said further analysis must be done today before critical tests could proceed" - exactly what part of that sentence needs to be parsed out for you? As for "nobody knowing who's responsible for the delay," again - it's complete crap. It was a joint decision by BP and the White House, and the news reports I've read make that clear. If you have some reason for doubting them, make your case.
