Actually the suck does have a "general welfare". It is called "navy relief" and I had the occasion to see it in action more than once.
A pfc and his wife and baby lost their home to a fire one night and after morning formation he went to navy relief and before noon he had a new apartment,furniture,clothes, food and $200 cash which was about two and a half months pay in 1962 for a pfc. The whole thing was a gift not a loan.
No red tape, no hassels, no drama, just general welfare at its very best.

on the contrary you completely missed the point.

I gave you the benefit of a doubt since my only other option was to call bullshit on your 2 claimed statements and incorrect interpretation of what I stated and the quoted constitutions and other quotes I posted that clearly should have pointed that out the meaning and intent to you.

This U.S. of A, mac. It's a checkerboard nightmare still as to benefiting from the improvements if you're livin' in the wrong color square, especially in mid-level education like what they used to call 'middle school', but they've been progressing for a while.
