Build, or subsidize building... The US needs jobs, major infrastructure updating, and there are no incentives for businesses to invest in rural/very poor areas. There is no way, a good percentage of Americans will ever be able to, participate in sharing the wealth possible in this country, without access, in terms of computers, and available rail systems, IMO.
