No, they could not have forced the issue because they had a bare majority and there are divisions within the Democratic Party that did not exist in the Republican Party at the time. The Republicans marched in lockstep. But welcome to teabagger world. And you think Republicans are going to be able to accomplish anything with the deep divisions within their own party?
