Yes, I'd say it seems excessive. Anticipating a possible need for thousands of agents to expend 7500 rounds of ammunition per agent per year suggests a scenario of some seriousness. But perhaps more troubling is the fact that some people are so frightened by anybody asking questions that they need to find some way to cast aspersions on their mental state or motives.

For everyone else, consider this is the maximum number of rounds that can be acquired under this contract and that ammunition can last far longer than 5 years when properly stored and handled so in reality we really could be looking at a contract for 10 years of ammo or longer.

Big numbers get small:

Dept of Homeland security employes over 220,000 employees. That is just about 2000/rounds per employee. I go through 2000 rounds in a weekend of target practice. 450,000,000 bullets is really not a lot.

ICE
Coast Guard
Secret Service
TSA
Border Patrol

That's a lot of armed agents any way you cut it.

Current expenditures in Iraq are reported at 5.5 million rounds per month." The total of all calibers being expended in all hostilies involving the armed forces at that time was estimated to be somewhat under 10 million rounds per month.

Those are rates of expenditure by military forces in combat operations.

10 million per month for both Iraq/Afghanistan/Special forces is quite reasonable. over a 10 year period that would be 1.2 billion rounds or 120 times the DHS contract maximum.

10 years = 120 months
10,000,000 * 120 = 1,200,000,000 which is 1.2 billion

Now why don't you learn to do basic math before making claims about anyone else.

Although I do see that the contract wasn't for 10million rounds but 450M which makes it somewhat less than 3 times the rate for the military in the combat zones.
